Why Boukra Nour?
Lebanon’s social care sector plays a vital role, driven largely by NGOs and community-based actors who continue to serve despite immense challenges.
Yet the system remains fragmented and under-resourced, lacking a comprehensive, well-funded, and well-coordinated framework capable of meeting the needs of all — especially the most vulnerable.
Critical gaps persist across the sector:
Unequal access and insufficient coverage of essential services
Severe shortages in elderly and childcare services, despite growing needs
An informal and under-protected care workforce, operating without clear pathways or recognition
An ongoing economic crisis that has intensified demand while stretching capacity beyond its limits
These realities call for more than short-term responses. They demand sustainable, forward-looking solutions that invest in people, strengthen skills, and harness technology to reimagine how social care is delivered in Lebanon.
